- External Advisor to the Canadian International Development Agency (CIDA) for The Design of a Multi-Year CDN$12-17 Million Project In China To Advance Implementation Of MEAs (2006-ongoing). This work will serve as a basis for CIDA decisions regarding assistance its provides for the implementation of Multilateral Environmental Agreements (MEAs).
- Namibia: Resource Mobilization Strategy for the Millennium Development Goals, United Nations Development Programme (UNDP) (2005-2006)
- External Advisor to the Executive Secretary of the Basel Convention On Resource Mobilization (2004). RFI's draft Basel Convention Resource Mobilization Strategy (RMS) was presented to the COP VI Bureau by the Executive Secretary, and by RFI's president, Dr. Conway, to the third meeting of the Basel Convention Open Ended Working Group (OEWG). - Leveraging Strategy; NAFTA Commission for Environmental Cooperation (CEC). RFI in 2003-2004 developed a resource leveraging strategy. RFI also assisted with implementation activities under the strategy, including helping the commission to obtain a commitment from the World Bank to fund a North American biomonitoring effort. The biomonitoring project, which benefited from input from North American senior health agency experts, will result in North America's first comparative database (and Mexico's first national database) on persistent organic pollutants and metals exposure. Results will inform CEC action plan implementation priorities and assist with gauging progress in implementation of the Commission's action plans on chemicals. - Economic Analyst for Environment Canada managing files related to international trade, investment and environment issues in GATT, NAFTA, the OECD, UNCTAD, UNEP and GEF. Specific analysis included GATT trade rules and environmental regulation, trade sanctions in international environmental agreements, environmental provisions of the NAFTA, the role of environmental cost internalization in resolving trade and environment conflicts, and the needs of developing countries in trade and environment policies.
